This research looks at ways to fund and support children and young people鈥檚 services (CYPS) in local authorities. It formed part of the聽wider review of relative needs and resources to develop up-to-date approaches to distributing funding to local authorities in England.

The research team analysed datasets that were available at the time to determine which characteristics should be included in the relative needs formula. They identified a set of variables that were robust and showed a significant contribution to the model identifying the likelihood of a child in the dataset being supported by children鈥檚 social care (CSC).

The report includes:

  • comprehensive review of the data sources available at the time
  • adopting a child level approach to funding聽CYPS
  • developing a statistical approach to modelling the use of聽CSC听蝉别谤惫颈肠别蝉

The peer review, undertaken in December 2019, is an independent assessment of the聽CYPS听蹿辞谤尘耻濒补.

The updated explanatory note on the聽Children鈥檚 Social Care Prevention Grant methodology聽explains the approach used to allocate new funding in the final聽local government finance settlement 2025 to 2026.

The research was commissioned in 2018:

  • by the Ministry of Housing, Communities and Local Government and the Department for Education
  • undertaken by LG Futures and academic partners
  • by a previous government
