Consultation outcome (January 2014):

Following its initial designation, further content for the SEC is being introduced in stages. Some of this content is contained in stage two of the SEC (SEC2), the legal text of which is the subject of this Consultation response document.

SEC2 sets out provisions relating to the provision of registration information, connection to and use of the DCC User Gateway, the enrolment of Smart Metering Systems, requesting DCC services and rules for Service and Incident Management. They also include provisions for the establishment of a technical subcommittee and set out controls that each party will be required to implement to protect the security of the end-to-end smart metering arrangements.

Consultation outcome (December 2013):

This response and further consultation provides the government鈥檚 conclusions on one of the issues discussed in the October 2013 consultation on the Smart Energy Code (SEC). This is the proposed provisions in the SEC to support the delivery of cost-effective, viable and sustainable third party financing for communications hubs.

The government has concluded that these provisions are a proportionate and appropriate mechanism for helping to secure the most cost-effective financing for an initial 5% of the expected total number of communications hubs. However, as a result of information received during that consultation a further consequential consultation is needed on changes to the DCC licence to support these provisions.

Consultation description

The Smart Energy Code (SEC) is a new industry code which has been created through, and comes into force under, the DCC Licence. The SEC is a multiparty contract which sets out the terms for the provision of the DCC鈥檚 Smart Meter communications service, and specifies other provisions to govern the end-to-end management of Smart Metering.

Following the designation of Stage 1 of the Smart Energy Code (SEC1) in September 2013, this document consults on proposed text for Stage 2 of the Smart Energy Code (SEC2).

This consultation also sets out our proposed policy approach for Communications Hub charging and proposes legal text to support the delivery of cost-effective, viable and sustainable third party financing for Communications Hubs.

Finally, this document summarises key aspects of the commercial model within which the DCC Licensee and its Service Providers now operate. This information reflects arrangements that have been variously implemented in the SEC, DCC Licence and Service Provider contracts. It is brought together here for the convenience of a wider readership.
