This open letter seeks views on a number of issues in the non-domestic market:

• whether the period within which advanced metering may be installed at smaller non-domestic sites should be extended beyond 5 April 2014
• addressing possible ambiguity about the type of contractual arrangements that permit installation of advanced metering at these sites after 5 April 2014
• amending the smart metering electricity roll-out licence condition to ensure that all non-domestic sites in Profile Classes 1-4 are covered by the smart metering roll-out
• giving all customers at smaller non-domestic sites a minimum right of access to data from smart meters

The government issued a response to the open letter consultation on 22 October. It has concluded that the date to which advanced electricity and gas metering may be installed at smaller non-domestic premises, and not replaced before the end date for the roll-out, will be extended to 5 April 2016. Any contractual arrangements providing for continued installation of advanced metering after 5 April 2016 and until the roll-out completion date will need to be in place at that point. No advanced metering may be installed after 31 December 2020 unless the meter is a current transformer electricity meter or a larger gas meter. The government has issued a consultation on the licence conditions which will implement these requirements.
