Abstract

In this paper, the authors examine large-scale education reforms design process in the context of Ethiopia鈥檚 political environment, by assessing the influence of different stakeholder priorities which have led to the focus on equity within the quality reforms as well as exploring the negotiation and power dynamics which have shaped the design of the reforms.
