Los cables a茅reos en zonas marginales urbanas : un desaf铆o institucional.
Abstract
Aerial cable-car lines have become highly visible and attractive mobility projects for dense and hilly low-income informal settlements. These communities鈥� low buying capacity induce them to settle in poor municipalities adjacent to the main city, as is this article鈥檚 case on the projected cable for the Altos de Cazuca area in the municipality of Soacha, a conurbation of Bogota, Colombia. The lessons from the metrocables in Medellin suggest that these projects ought to be complemented with major neighborhood upgrading (new and upgraded public spaces, social services, housing and other actions) in order to attain a significant social impact. A successful project management scheme comprises the processes of decision-making, design, construction and coordination of the multiple civil works, cable equipment procurement, installation and implementation, system operation, and financing of the whole package. To devise such a successful management scheme is a real institutional and political challenge. This article develops an institutional strategy to create such management scheme, based partially on the commitments required to forge a metropolitan authority, which should make it possible to align the otherwise divergent interests of the greater city, the project municipality, the regional authority and the national government.
