Governing procurement of renewable electricity amid power sector reforms

A review of experiences from China South Africa and Ethiopia

Abstract

Renewable energy procurement (REP)聽is gaining increasing importance globally聽as聽a聽policy instrument聽in driving聽energy diversification and sustainable development agendas, yet little is known about the institutional dynamics of how these policies evolve and integrate with broader energy聽sector聽reform agendas. In this paper, we聽discuss聽the institutional changes and interactions between REP policies and electricity sector reforms in China, South Africa,聽and Ethiopia.
