Estado del Arte en Cambio Clim谩tico, Agricultura y Seguridad Alimentaria en El Salvador [Status Report (State of the Art) on Climate Change, Agriculture and Food Security in El Salvador]
Abstract
El Salvador es uno de los pa铆ses con mayor vulnerabilidad ante los efectos del cambio clim谩tico en Am茅rica Central; es por esto que el Ministerio de Agricultura y Ganader铆a (MAG) en colaboraci贸n con el Programa de Investigaci贸n de CGIAR en Cambio Clim谩tico, Agricultura y Seguridad Alimentaria (CCAFS) en Am茅rica Latina y con apoyo del Consejo Agropecuario Centroamericano (CAC) presentan el 鈥淓stado del Arte en Cambio Clim谩tico, Agricultura y Seguridad Alimentaria en El Salvador鈥�, as铆 como el marco gubernamental y actores involucrados en torno a esta tem谩tica. En el documento se evidencia que a nivel nacional se realizan diferentes iniciativas para enfrentar los efectos del cambio clim谩tico en el sector agropecuario, que se han agravado debido al deterioro ambiental del territorio nacional, as铆 como por la alta vulnerabilidad ante eventos clim谩ticos extremos y el nivel de pobreza de las comunidades. Estas iniciativas promueven el desarrollo integral de los productores de cultivos de subsistencia y comerciales, mediante un abordaje transversal de los temas de cambio clim谩tico y seguridad alimentaria con la intervenci贸n de actores tanto del sector p煤blico como privado, y con un marco de pol铆ticas e instrumentos que fomentan las acciones colaborativas a nivel regional y nacional hacia el desarrollo sostenible. Sin embargo es necesario fomentar y fortalecer las investigaciones a nivel nacional, as铆 como las capacidades de los productores para adaptarse a los efectos del cambio clim谩tico.
[El Salvador is one of the most vulnerable countries to the effects of climate change, in Central America. Because of this, the Ministry of Agriculture and Livestock (MAG), in collaboration with the Research Programme of the CGIAR on Climate Change, Agriculture and Food Security (CCAFS) in Latin America and with support from the Agricultural Council of Central America (CAC), present the 鈥淪tatus Report (State of the Art) on Climate Change, Agriculture and Food Security in El Salvador鈥�, as well as a governmental framework and actors related to this theme. This document shows that at the national level, different initiatives are being undertaken in order to confront the of effects of climate change on the agricultural sector that have been worsened owing to environmental deterioration in the country, as well as to high vulnerability to extreme climatic events and the level of poverty in local communities. These initiatives promote the comprehensive development of subsistence producers and producers of cash crops via a transverse approach to the themes of climatic change and food security, with participation from actors in the public sphere as much as in the private sector, and with a political framework and instruments that encourage collaborative actions toward sustainable development at both the regional and national levels. However, it is necessary to encourage and promote research at the national level, as well as the capacities of producers to adapt themselves to the effects of climate change.]
