Abstract

This essay analyses National Educational Systems and聽queries how聽central governments can聽develop a 鈥渟trategic capacity鈥� that can keep the widely distributed system as a whole moving towards improved performance with respect to both educational goals, and the wider economic, social, and political purposes聽to promote sustained educational productivity.
