Strengthening Humanitarian Assistance and Response to Protection Risks in Ukraine project (SHARP)
The FCDO is intending to issue a call for proposals to provide life-saving protection and services to civilians affected by the conflict in Ukraine.
This project will be funded through the Foreign, Commonwealth & Development Office (FCDO) Humanitarian Programme in Ukraine.
Following a market engagement event on 7 February 2025, stage 1 of the process will be a concept note round. This will be followed by a formal call for proposals.
The opening dates and deadlines for the 2 rounds will be published in due course.
What the fund will achieve
The primary objective of the intervention is to protect civilians and non-combatants, particularly those who may face barriers to accessing services. This should reduce their exposure to risks, alleviate the effects of violence and other forms of harm, and promote awareness and respect for International Humanitarian Law.
Requirements for organisations wishing to apply
Applicants will need to demonstrate global experience in specialist protection work in armed conflict and displacement situations, and experience of working safely and effectively with high-risk groups.
In addition, applicants should have previous experience of leading or being a member of an non-governmental organisation (NGO) consortia or delivering combined programmes with a value of at least 拢10 million.
Applicants should have an established track record of collaboration with government ministries and should participate in the protection cluster and its areas of responsibility and/or other relevant working groups. Full requirements will be included in the statement of requirements.

When stage 1 of the process has opened, applicants should submit a concept note to [email protected]. A template for the concept note will be published with the statement of requirements.
Successful applicants will then be invited by email to submit a full proposal. Templates required for the full application will be provided.
