Consultations
Create, update and conclude a consultation on 188体育.
Consultations stay on the same page of 188体育 throughout their lifecycle. The status starts as 鈥極pen鈥� and changes automatically:
- from 鈥極pen鈥� to 鈥楥losed鈥� on the closing date you specify, and the contact details disappear
- from 鈥楥losed鈥� to 鈥楥oncluded鈥� when you upload the government response or enter text about the outcome in the detail box
Government responses should be published within 12 weeks of the consultation closing. Update the consultation page to explain the delay if it takes longer than that. Give an estimate about when the response will be ready if you can.

Select the 鈥楴ew document鈥� tab and click on 鈥楥onsultation鈥�.

If using a foreign language, select the 鈥楥reate a foreign language only consultation鈥� tick box and choose your language from the list (this will automatically translate some parts of the page).

Add a title and summary and enter some body copy of no more than 100 words which summarises the call for responses.

Enter the opening and closing dates.

Under 鈥榃ays to respond鈥�, add the contact details for public responses. If you鈥檙e providing a downloadable response form, add it here rather than uploading it with other attachments.

The consultation will automatically be tagged to your organisation. If more organisations are involved you can tag them under 鈥楲ead organisations鈥� and 鈥楽upporting organisations鈥�.

Schedule the publication for the opening date (you do not want the consultation to appear until it is open). Tick the box next to 鈥楽chedule for publication鈥� and enter the date in the boxes that appear.

Select 鈥楽ave and go to document summary鈥� to add topic tagging.

Select 鈥楨dit draft鈥� to edit the document and add attachments.

Select the 鈥楢ttachments鈥� tab.

Attach the main consultation document, plus any supporting documents that are part of the consultation, for example, technical papers, by clicking on 鈥楿pload new file attachment鈥�.

Add links to supporting documents such as impact assessments in the body copy (impact assessments should be separate publications).

Select the 鈥楧ocument鈥� tab, scroll down to the end of the page and click 鈥楽ave and go to document summary鈥�.

Click on 鈥楽ubmit for 2nd eyes鈥�. The editor reviewing the page will need to click 鈥楽chedule鈥� in order for the consultation to go live at the scheduled time.
When the consultation reaches its closing date the status changes to 鈥楥losed鈥�, with the message 鈥榃e are analysing your feedback鈥�.
After the consultation has closed, you can create an update to:
- add public feedback or other documents to the page before the consultation process is fully concluded
- explain why the government response is later than expected and say when the response will be ready
Do not change the original text, this will move to the bottom with the sub heading 鈥極riginal consultation鈥�.

Open the document for editing and go to the 鈥楶ublic feedback鈥� tab

Add a publication date and text to summarise the update (maximum 100 words) in the 鈥楽ummary鈥� field.

Click 鈥楽ave鈥�.

You can now upload any attachments about the public feedback by clicking on 鈥楿pload new file attachment鈥�. This is an optional field.

Select the 鈥楧ocument鈥� tab, scroll down to the end of the page and click 鈥楽ave and go to document summary鈥�.

Click on 鈥楽ubmit for 2nd eyes鈥�. The editor reviewing the page will need to publish the consultation again for the 鈥楧etail of feedback received鈥� section to appear on the consultation.
When the consultation is updated, the status remains as 鈥楥losed鈥�. The new content shows at the top of the page under the title 鈥楧etail of feedback received鈥�.
When the government response is ready, you should conclude the consultation.
Do not change the original text, this will move to the bottom with the sub heading 鈥極riginal consultation鈥�.

Add a publication date and text in the 鈥楽ummary鈥� field to summarise the government鈥檚 response (maximum 100 words).

Click on 鈥楽ave鈥�.

Upload documents that are part of the consultation as attachments, for example, the official government response and final impact assessment, by clicking on 鈥楿pload new file attachment鈥�.

Documents produced as a result of the response should be published as separate publications and linked to, for example, implementation plans, command papers and new guidelines.聽

Select the 鈥楧ocument鈥� tab, scroll down to the end of the page and click 鈥楽ave and go to document summary鈥�.

Click on 鈥楽ubmit for 2nd eyes鈥�. The editor doing the review will need to publish the consultation for the the status changes to 鈥極utcome鈥�. The new content will show at the top of the page under the title 鈥楧etail of outcome鈥�.
Do not add more information or attachments to the page after the government response has been published.
