Apply for a lane rental scheme

A lane rental scheme allows a local highway authority to charge works promoters for the time that street and road works occupy the highway.

What you need to complete the form

To complete the lane rental scheme application form, you will need to provide details of the scheme and the highway authority or authorities you鈥檙e applying for.

You will be asked to upload the following documents to support your application:

  • cover letter that confirms the application complies with legislative requirements, including a letterhead with the legal name of the authority signed by a chief executive, or similar
  • completed scheme document providing the information requested in DfT鈥檚 bidding guidance, including proposed network coverage and charging policies
  • completed environmental principles policy statement
  • full list of proposed streets that lane rental will apply to and details of why each street is designated as traffic sensitive
  • completed cost-benefit analysis form for the scheme
  • evaluation plan for the proposed scheme
  • summary of your local consultation that confirms this has taken place, outcome and responses to this consultation and details of where proposals were amended
  • copies of your completed permit scheme evaluation reports
