Details of the forecasts of national non-domestic rates to be collected by local authorities in England were announced on 19 February 2014.

The key points from the latest release are:

  • local authorities estimate the non-domestic rating income from the rates retention scheme in 2014 to 2015 will be 拢22.4 billion; this is the amount authorities expect to collect after making allowances for mandatory, discretionary and transitional relief, allowances for losses in collection and the cost of collection and amounts retained outside the rates retention scheme e.g. revenue from enterprise zones
  • local authorities forecast they will grant a total of 拢3.374 billion of relief from business rates in 2014 to 2015
  • it is forecast that the small business rate relief scheme will grant nearly 拢1 billion of relief in 2014 to 2015
  • it is estimated that 拢2.396 billion of other mandatory relief i.e. excluding small business rate relief, will be granted in 2014 to 2015
  • local authorities forecast they will grant 拢347 million of discretionary reliefs in 2014 to 2015 that will be funded through section 31 grants
  • other discretionary relief will amount to 拢93 million
  • local authorities estimate that in 2014 to 2015, the fourth year of the current transitional relief scheme following revaluation, the net cost of transitional relief will be 拢74 million
