UN Human Rights Council 55: Joint Statement on Sudan Humanitarian Access
Joint Statement on behalf of 44 countries on Sudan Humanitarian Access for the Item 4 General Debate. Delivered by the UK's Permanent Representative to the WTO and the UN, Simon Manley.

Mr President,
This statement is on behalf of the Troika for Sudan 鈥� USA, Norway and the UK. It is supported by聽over 40 Member States of the UN.
We welcome the organisation of a聽humanitarian conference for Sudan and neighbouring countries聽next month in Paris, exactly one year since the beginning of a conflict that has had catastrophic聽humanitarian consequences聽for the Sudanese people.聽聽
Nearly 18 million people are suffering crisis levels of food insecurity.聽Humanitarian workers are聽blocked from聽reaching聽the people in need. 聽The longer this conflict lasts, and the further fighting spreads, the greater聽that聽need will become. 聽We call on all parties to accept a Ramadan ceasefire, in line with Security Council Resolution 2724.鈥�
The Sudanese Armed Forces鈥� (SAF) withdrawal of permission for aid deliveries through the major crossing points from Chad into Darfur聽is indefensible. It has exacerbated the suffering in Darfur, where civilians are already in dire need after聽suffering聽relentless atrocities by the Rapid Support Forces.
We call聽on the SAF to uphold fully聽their commitments聽to facilitate聽cross-line and cross-border operations,聽re-open fully聽the vital Adre聽crossing聽point, and refrain from any measures that prevent life-saving aid reaching those in need. 聽
The vital work of local responders, UN agencies, and international partners must be allowed to proceed.聽The warring parties聽must聽ensure the security of humanitarian actors and refrain from diverting life-saving supplies for themselves 鈥� and hold their personnel accountable when they聽go against聽these principles.

The death toll in Sudan is likely far greater than the 14,000 verified to date. Every day聽humanitarian assistance is prevented from reaching those in need, that number will rise, and the Sudanese people move further toward聽catastrophic levels of food insecurity.
We call on all parties聽to聽comply with their obligations under international humanitarian law and the Jeddah Declaration, and聽to聽allow full, rapid, safe, and unhindered cross-border and聽cross-line聽humanitarian access, so that we can, collectively, protect聽Sudan鈥檚 people聽from聽even more suffering and death.聽
