Prime Minister鈥檚 National Statement at COP29: 12 November 2024

Prime Minister Keir Starmer's National Statement at COP29 in Baku, Azerbaijan today.

The United Kingdom is determined to stand alongside those countries on the frontline of the climate crisis today鈥�

And to seize the opportunities of tomorrow.

Because action on climate now is the route towards economic growth鈥�

Energy security鈥�

Better jobs鈥�.

And national security in the long term.聽

To deliver on the Paris Agreement鈥�

And keep 1.5 degrees within reach.

In the first 100 days of my government鈥�

We launched Great British Energy 鈥� to create clean British power鈥�

We created a National Wealth Fund 鈥� to invest in the green industries and jobs of the future鈥�

We scrapped the ban on onshore wind鈥�

Committed to no new North Sea oil and gas licences鈥�.

And closed the UK鈥檚 final coal power plant at the end of September 鈥撀燽ecoming the first G7 economy to phase out coal power.

In line with the international agreement at COP28 to transition from fossil fuels鈥�

and the UK鈥檚 ambitious goal to be the first major economy to deliver clean power by 2030.聽

Today I can confirm 鈥� three months ahead of deadline鈥�

The UK鈥檚 2035 international target 鈥�

Our nationally determined contribution 鈥�

to reduce all greenhouse gas emissions by at least 81% on 1990 levels鈥�.

Aligned with 1.5 degrees.聽

And we urge all Parties 鈥�

To come forward with ambitious targets of their own鈥�

As we all agreed at the last COP.

We will work in partnership鈥�

to support other countries to develop their own commitments鈥�

And transition through our forthcoming Global Clean Power Alliance 鈥撀�

And finance will be its first focus.聽

We will honour the commitment made by the previous government鈥�

to provide 拢11.6 billion聽in聽of climate finance between April 2021 and March 2026鈥�.

But we must use public finance as a multiplier鈥�

To unlock much more private investment鈥�

And reform our international financial institutions.聽

Today we launch the new CIF Capital Market Mechanism, listed on the London Stock Exchange鈥�

With the potential to mobilise up to $75 billion鈥�

in additional climate capital for developing countries over the next decade.

Putting the UK鈥檚 role as a global financial centre鈥�

at the service of driving the green finance and green energy transitions.

Climate action is at the heart of this government鈥檚 mission for the protection and prosperity of Britain and the world.聽

Writ large across our domestic and international priorities鈥�

We are taking the urgent action needed 鈥� to protect our planet and its people.
