鈥淕ood morning.聽

Welcome to Hampton Court Palace and the UK鈥檚 second Global Investment Summit.聽

Now, my argument today is that the UK is a modern, dynamic, thriving economy.聽

And where better to prove those futuristic credentials, than a 500-year-old Palace.聽

But this Summit is not just a sales pitch for Britain鈥β�

鈥lthough you鈥檇 better believe I鈥檓 going to give you that.聽

It鈥檚 also a chance for us to say: thank you. 聽

I鈥檝e spent my career before politics in business and finance. 聽

And so have many of my top team, including the Chancellor. 聽

And we know that it鈥檚 not governments that grow the economy.聽

It鈥檚 businesses and investors like all of you.聽

You create jobs; drive growth; generate wealth鈥β�

鈥� and you even take on some of the biggest social challenges we face.聽

And it may be unfashionable to say鈥β�

鈥ut I believe that your success is our country鈥檚 success.聽

So I really am grateful to all of you for making time to be here today.聽

And your presence鈥β�

鈥our decision to choose to invest in Britain鈥β�

鈥s a huge vote of confidence in this country鈥檚 future.聽

And I think you鈥檙e absolutely right to feel that confidence. 聽

Because we鈥檙e setting about to make this best place in the world to invest and do business.聽

Now I am unashamedly proud of Britain.聽

Ands there鈥檚 a growing momentum in the UK right now.聽

Don鈥檛 just take my word for it.聽

PWC鈥檚 survey of thousands of global CEOs rated the UK the most attractive investment destination in Europe.聽

And you can see that confidence in the decisions people are making.聽

Like Tata, BMW, and just last week, Nissan 鈥� investing billions into automotive and electric vehicles manufacturing. 聽

Or Microsoft, announcing today 拢2.5bn for critical AI infrastructure鈥β�

鈥n addition to all the leading AI labs who already have their European offices here.聽

Or the Ellison Institute of Technology, confirming today a 拢1bn investment into their new Oxford site..聽

鈥esearching and developing new technologies, including life sciences. 聽

And you can see that momentum too in our commitment to free trade. 聽

In the past year alone, we鈥檝e secured new investment partnerships with the US, Japan, and South Korea鈥β�

鈥orth more than 拢50bn.聽

We鈥檝e become the first European country to join the fast-growing Trans-Pacific partnership鈥β�

And hugely benefited from the sovereign investment partnership with the United Arab Emirates鈥β�

鈥eploying over 拢14bn into the UK in a little over two years. 聽

And all of that is why this country is one of the fastest [for] investment growth鈥� anywhere in the G7 聽

Now when I say this country can be the best place in the world to invest and do business鈥β�

鈥ou should believe me and believe me because of three big competitive advantages.聽

Our low tax approach; our culture of innovation; and our people.聽

Firstly, tax.聽

The purest expression of this government鈥檚 economic philosophy鈥β�

鈥s that people and businesses make far better decisions about their own money鈥β�

鈥han any government could.聽

And I believe that by allowing you to keep more of the return on your capital鈥β�

鈥ur country becomes more competitive as a place to invest, grow, and create jobs.聽 聽

And make no mistake, we are cutting taxes. 聽

Not only do we have the lowest rate of Corporation Tax rate in the G7.聽

Last week, we announced that we would make full expensing, permanent.聽

This means you can write off the cost of many capital investments 鈥� in full.聽

It makes our capital allowances regime one of the most generous in the world.聽

And it was the biggest business tax cut in modern British history. 聽

And that鈥檚 not all.聽

We鈥檝e got lower capital gains tax rates than France, Germany, Italy, and Japan. 聽

Some of the most generous tax reliefs on stock options anywhere in the world. 聽

And we鈥檙e cutting personal taxes for 27 million working people, too. 聽

But while low taxes are crucial, they鈥檙e not enough on their own鈥β�

鈥o make this country the best investment destination in the world.聽

We鈥檙e also creating new ideas鈥β�

鈥nd turning those ideas into the most exciting companies of the future.聽

And that鈥檚 the UK鈥檚 second competitive advantage: our incredible culture of innovation.聽

Now the story of the United Kingdom has always been about discovery and invention.聽

Ours is the country of Newton, Faraday, Hodgkin, and Lovelace鈥β�

鈥f Stephenson鈥檚 steam engine, Darwin鈥檚 theory of evolution鈥β�

鈥nd the world wide web, invented by Tim Berners-Lee鈥β�

鈥ho I鈥檓 delighted is attending here today.聽

And that tradition is still very much alive.聽

With less than 1% of the world鈥檚 population, we have three of the world鈥檚 top 10 universities.聽

The third highest number of research publications.聽

And the second most Nobel laureates of any nation.聽

And we鈥檙e turning those ideas into incredible businesses, up and down the country.聽

With more tech Unicorns than any country, bar the US and China.聽

And more venture capital than France and Germany combined.聽

Not that I鈥檓 in any way competitive.聽

But at a moment like this, when the tectonic plates of technology are shifting鈥β�

鈥ot just in AI, but in quantum, synthetic biology, semiconductors, and much more鈥β�

鈥e cannot be complacent.聽

And that鈥檚 why we鈥檙e investing record amounts of public capital into R&D.聽

Also Cutting taxes for all of you that are investing in R&D.聽

And overhauling our listing rules to make it easier for those innovative growing companies to raise capital.聽

And outside the EU, we鈥檙e delivering agile regulation that is pro-innovation and pro-growth. 聽

So, whether it鈥檚 financial services or life sciences鈥β�

鈥griTech or our creative industries鈥β�

鈥nnovation is the golden thread running through the British economy.聽

But in the end, the greatest asset to any economy is its people.聽

And that鈥檚 the UK鈥檚 third competitive advantage.聽

Here at home, we鈥檙e delivering a world-class education system.聽

We鈥檝e already got one of the most highly qualified workforces in Europe.聽

And just as your businesses are having to adapt to the economy of the future, so our skills policies are evolving too鈥β�

鈥ith our new Lifetime Skills Guarantee, 鈥hich supports adults to retrain at any stage in their careers鈥β�

鈥ith record funding in vocational training like apprenticeships.聽

But we don鈥檛 have a monopoly on talent in this country. 聽

And we recognise that nearly half of our most innovative companies have an immigrant founder.聽

So if you鈥檙e an innovator, an entrepreneur, a researcher, 聽

鈥ou should know that the most competitive visa regime for highly skilled international talent鈥β�

鈥s right here in the United Kingdom.聽

And let me give you just one example:聽

Our High Potential Individual visa means鈥β�

That if you鈥檙e a young person鈥β�

Who鈥檚 graduated from a global top 50 university鈥β�

You can just come to the UK鈥β�

And stay here, with your family, for two years鈥β�

To just explore. Work. Study. Invent. 聽

Nothing like that exists anywhere else in the world.聽

And that tells you everything about our pro-innovation, pro-growth, pro-business philosophy:聽

So that鈥檚 the opportunity here in the UK. 聽

That鈥檚 why you should believe me when I say鈥β�

鈥his is the best country in the world to invest and do business. 聽

Because of that unique combination of a competitive tax system鈥β�

Our culture of innovation鈥β�

And our people.聽

Now I know some people look at Summits like this and often they鈥檙e all talking shops.聽

But let me tell you what we鈥檝e achieved.聽

This Summit has galvanised new investments in the UK economy鈥β�

鈥orth a total of [almost] 拢30bn, over three times as much as the first Summit that was held a couple of years ago. 聽

That will support tens of thousands of new jobs right across the UK. 聽

It will create new growth and new opportunities. 聽

And it鈥檚 a huge vote of confidence in this country鈥檚 future.聽

So, thank you for choosing to be part of that future. 聽

Thank you for everything you鈥檙e doing for this country.聽
