As聽we conclude the first Global Stocktake, we must be brutally honest.
Although we鈥檝e made great progress together鈥�
鈥he world is just not moving fast enough.
Climate science shows we鈥檙e off track.聽
And climate politics is close to breaking point鈥�
鈥ecause the gap between pledges and delivery is undermining credibility.聽
While we make new commitments here, major emitters must dramatically accelerate delivery of what they鈥檝e already promised.
We all need to do more.
And we must address the disconnect between lofty rhetoric on stages like this and the reality of people鈥檚 lives around the world.
The way to do that is by delivering a truly just transition.
Let me be clear, the UK is totally committed to Net Zero, the Paris Agreement, and to keeping 1.5 alive.
That鈥檚 why we鈥檝e decarbonised faster than any other major economy.
Our 2030 target means the deepest cuts of any major emitter, and we鈥檙e determined to deliver.
But instead of putting more pressure on working people, we鈥檙e choosing a pragmatic new approach.聽
We鈥檙e ramping up renewables and embracing the opportunities of technology and green industry鈥�
鈥ecause we鈥檝e shown you can cut emissions while growing the economy and creating jobs.
Those facing the worst impacts of climate change are desperate for the world to do more.
So we鈥檙e also working to deliver a just transition globally.聽
And that means more support for those in need.聽
The UK is already one of the largest global climate donors 鈥� and we鈥檙e tripling our adaptation finance.
I鈥檝e announced a further 拢1.6 billion for the Green Climate Fund 鈥� the UK鈥檚 biggest single international climate commitment.
And today, I鈥檓 going further with an additional 拢1.6 billion of support鈥�
鈥or clean energy and innovation鈥�
鈥nd to deliver on the historic Glasgow forests deal, because we can鈥檛 get to Net Zero without nature.
This also includes up to 拢60 million for Loss and Damage鈥� 拢40 million of which is for the new fund.
To succeed, the fund must be open to all sources of support.
And because the UK is the world-leading green finance centre鈥�
鈥e鈥檙e also helping unlock trillions in private finance to meet this need 鈥� and keep 1.5 degrees within reach.聽
I believe we can deliver here in Dubai 鈥� but we鈥檝e got to work together.
The debate is too divided鈥�
鈥eveloped versus developing鈥� ambition on mitigation versus finance for transition and adaptation.
The truth is simple 鈥� we need both.
In place of division, we need ambitious, collective action 鈥� like we promised in Paris and Glasgow.聽
That鈥檚 how we鈥檒l get back on track鈥�

鈥ecause a truly just transition leaves no one behind.
