PM speech on migration: 28 November 2024

Prime Minister Keir Starmer makes a speech on migration at 10 Downing Street.

When we came into office 鈥� we immediately conducted an audit of public finances鈥β�

And we found a 拢22 billion black hole.聽

Now 鈥� the independent Office of National Statistics has conducted vital work on the state of immigration鈥β�

As the ONS sets out鈥β�

Nearly one million people came to Britain in the year ending June 2023鈥�

That is four times the migration levels compared with 2019.聽

But what we didn鈥檛 hear鈥�

What the British people are owed鈥β�

Is an explanation.聽

Because a failure on this scale isn鈥檛 just bad luck鈥β�

It isn鈥檛 a global trend鈥β�

Or taking your eye off the ball.聽

No 鈥� this a different order of failure.聽

This happened by design, not accident.

Policies were reformed鈥�

Deliberately 鈥�

To liberalise immigration.聽

Brexit was used for that purpose鈥�

To turn Britain into a one-nation experiment in open borders鈥�

Global Britain 鈥� remember that slogan鈥�

That is what they meant.聽

A policy with no support鈥β�

Well that鈥檚 unforgivable.聽

And mark my words 鈥� this government will turn the page.聽

That begins in the economy鈥β�

Because you cannot separate this failure鈥β�

From their refusal to do the hard yards on skills鈥�

On welfare reform鈥�

On giving our young people opportunities鈥β�

Rather than the easy answers of looking overseas.聽

Because clearly 鈥� the vast majority of people who entered this country did so to plug gaps in our workforce.

Skills shortages across the country鈥�

Which have left our economy hopelessly reliant on immigration鈥�

2.8 million people out of work on long-term sickness 鈥� a problem ignored, left to fester.聽

One in 8 young people not in employment or education or training.

Sectors of our economy, like engineering鈥�

Where apprenticeships have almost halved in the last decade, while visas have doubled.

So we are taking a different approach.聽

We will publish a White Paper imminently 鈥� which sets out a plan to reduce immigration.聽

The Migration Advisory Committee is already conducting a review鈥β�

And where we find clear evidence of sectors that are over reliant on immigration鈥β犅�

We will reform the points-based system鈥�

And make sure that applications for the relevant visa routes鈥β�

Whether it鈥檚 the skilled worker route, or the shortage occupation list鈥β�

Will now come with new expectations on training people here in our country.聽

We will also crack down on any abuse of the visa routes鈥�

For far too long, we鈥檝e been casual about malpractice in our labour market鈥β�

Which sends a clear signal, overseas鈥β�

That we are soft touch.聽

Well 鈥� no more.聽

Our rules will be enforced.

Any employers who refuse to play ball鈥β�

They will be banned from hiring overseas labour.聽聽

And I鈥檓 pleased to announce today鈥�

A new security agreement between Iraq and the UK鈥β�

This is a world-first鈥β�

That will help us smash the people smuggling gangs鈥�

And secure our borders.聽

The Home Secretary has been out in Iraq to seal this deal鈥β�

And we鈥檝e also announced funding for Iraqi law enforcement鈥�

To tackle this problem up-stream鈥�

Way before it reaches our shores.聽

We鈥檙e also tackling the utter mess we inherited in the Home Office鈥β�

Asylum returns 鈥� up 53% in the last 12 months compared with the previous year.聽

Total returns 鈥� up 34% in the last year.

And we will keep on going.聽

Because this is the work of change.聽

And alongside the NHS and the economy鈥�

Securing our borders is聽the聽issue that matters to working people. 聽

You know, what people want from politics 鈥� is not unreasonable鈥�

They want order and security.

Borders that we control.聽

An NHS that protects you.聽

An economy that offers secure work and good opportunities.聽

Not just for a few at the top, but for everyone.

Not with gimmicks, but with graft.

A government that will not rest鈥�

Until the foundations are fixed鈥�

Borders are secure鈥�

And Britain is rebuilt.
