This research 鈥� which was done in 2 parts 鈥� details the theoretical and empirical literature on agglomeration, its role in transport appraisal and how it could work in the future.

The first report summarises recent developments in the literature on agglomeration and transport appraisal, identifying evidence gaps and directions for future research. It was commissioned by Peak Economics and Moreforsking on behalf of the Department for Transport (DfT).

The second part of the research provides a review of the report, focusing on:聽

  • economics of agglomeration聽鈥撀爄ncluding effects on production and consumption
  • public sector elasticity聽鈥� discusses how this evidence should be operationalised in transport appraisal
  • access to economic mass (ATEM)聽鈥� reviews issues of using ATEM measures to represent agglomeration

This review was commissioned by Professor Dan Graham from Imperial College London on behalf of DfT.
