The 聽(IA) on which this opinion comments relates to regulatory proposals to amend existing Civil Aviation Authority legislation to align with the latest International Civil Aviation Organisation鈥檚 standards and recommended practices, concerning fuel planning and management. Commercial air transport operators would be free to determine if they wish to take advantage of the regulations and adopt a fuel scheme suited to their specific operation.聽The Department anticipates that doing so will allow operators to benefit from carrying, and burning, less fuel, while maintaining safety.
The IA provides a sufficient assessment of the direct impacts on business and impacts on small and micro businesses.聽The IA would benefit from strengthening the discussion in some areas, such as on safety impacts.聽Ongoing fuel burn savings are the main driver of the estimated 拢65.8 million business net present value and -拢7.6 million EANDCB, figures. The net present value is higher, at 拢145.8 million, reflecting carbon savings.
