There are sev颅eral pieces of leg颅is颅la颅tion allo颅cat颅ing respon颅si颅bil颅ity for refuse col颅lec颅tion on motor颅ways and trunk roads:

• The High颅ways Act of 1980 pro颅vides for Statu颅tory Instru颅ments (SI) to enable a stretch of road and slip road to be des颅ig颅nated as a 鈥榮pe颅cial road鈥� (ie. a motorway).
• The Envi颅ron颅men颅tal Pro颅tec颅tion Act of 1990 makes a dis颅tinc颅tion between spe颅cial roads, which are the respon颅si颅bil颅ity of the Sec颅re颅tary of State; and trunk roads, which are the respon颅si颅bil颅ity of the local authority.

There are some excep颅tions, cov颅er颅ing a small num颅ber of roads, where the Act allows the Sec颅re颅tary of State to trans颅fer responsibilities.
