QRC4: quarterly return of Council Taxes and non-domestic rates - bulk upload guidance notes

1. Introduction

QRC4 form can be completed either by direct entry into the DELTA form or by a bulk upload facility. This guide is for bulk upload via the .

Bulk import templates are form-specific. The column headers within a template relate to each question in the form and additional information will be made available in the specific guidance notes for each collection that permits bulk upload.

If the bulk upload facility is used, it should be noted that validations are not included in the template, so the form should be reviewed in DELTA before being submitted. Calculated cells should also be reviewed in DELTA as they are not uploaded from the template.

Once you have signed in to DELTA this will take you to the Welcome Page

1. Under 鈥極pen collections鈥�, find the QRC4 collection and click 鈥榁iew collection鈥�. You will then see a page for the collection.聽

or

Click on 鈥楽ubmissions鈥� to submit data for a data collection.

3. Once you have found the data collection request click on the collection name, you will then see a page for the collection.

At the bottom of the page, you will see a section for returns. Select 鈥楤ulk upload鈥� and select 鈥楿pload data鈥� in the dropdown menu.

4. Click 鈥楽elect File鈥� and select the file from your computer or drag and drop the file in the box.

5. File has uploaded but not yet been validated or imported. Next either click on 鈥榁alidation鈥� or 鈥楴ext鈥�, you will see the validation page for your data as shown below.

Note: The validation page will inform you whether your document contains valid or invalid data.

  • Valid聽data/document means that there haven鈥檛 been any errors on the data against the form on DELTA. See point 5.1 for example. (The data/document once imported will come through on DELTA with status as 鈥楽ubmitted鈥�. See 7.2.)
  • Invalid聽data/document means that there are errors on the data against the form on DELTA that require resolving. See point 5.2 for example. (You can still import the data/document on DELTA and it will come through with status as 鈥楽aved鈥�. See 7.1. You will still be able to edit the form(s) later and check/rectify any error.)

5.1.聽If the data is valid and contains no error(s) then you will see the following message:

Note: Any data/document that has triggered soft validations (warnings or info messages), will not render the data/document as invalid. They will come through as 鈥榁alid鈥� as shown above.

5.2. If the data is invalid and contains an error(s) then you will see the following message:
鈥榵 out of x document is invalid鈥� this means there are data problems, or further review or explanatory comments are required before it can be submitted. 聽Please continue with the upload. It will show as 鈥楽aved鈥� rather than submitted. You will then need to edit the form later to resolve the issues and submit. In some cases, the system can suggest that all documents are invalid on upload. We recommend that authorities continue with the import stage where this is the case.

6. File has now been validated (i.e. data valid or invalid) but not yet imported. To progress, click 鈥楴ext鈥� or 鈥業mport鈥�. This is the final step where you will be able to 鈥楽tart Import鈥� which will process your data and upload into your Data store on the DELTA System.

Note: you may be presented with the following scenarios:

6.1.聽If there are no previous records uploaded/submitted for this collection for the organisation, you will not see 6.2 鈥� usually because this is the first time you are uploading/submitting data.

6.2.聽If there are existing records previously uploaded/submitted for this collection for the organisation, you will be asked if you want to 鈥楰eep鈥� or 鈥楧elete鈥� before you 鈥楽tart Import鈥� 鈥� if this collection is only allowed one submission, the imported data will overwrite any existing data by default.

6.3.聽If your data that you want to upload contains invalid data or error(s), you will be asked if you want to 鈥楽kip鈥� or 鈥業mport (Keep)鈥� before you 鈥楽tart Import鈥� 鈥� we recommend to select the 鈥淚mport鈥� option. Even if you have invalid data, you are still able to import this data onto DELTA, but the data will come through as a 鈥楽aved鈥� record and not 鈥楽ubmitted鈥�.

7..聽Once you 鈥楽tart Import鈥� and it completes, you can click on 鈥楥lose鈥� to check your data. It will redirect you to the Data store page.

7.1.聽If you had any invalid data (as discussed in point 6.3.), you will see the record marked as 鈥榮aved鈥� and you can view or edit the form by clicking on 鈥楳ore鈥� 鈥� if you go on to edit the record, you will be able to view the error and retry submitting the form after resolving. Note that in most of the cases it requires you to add explanations on reported figures that are out of data validation parameters.

7.2.聽If your data had no invalid data, you will see the record marked as 鈥榮ubmitted鈥�. You can still choose to view or edit the form if you wanted to make any amendments.

8. At the same time, an email will be sent to you. By clicking on 鈥榲iew upload results鈥�, you are taken to the Datastore page where you can view/edit if you wanted to make any amendments.

Note: If it is a large XML file and validation takes a longer time than usual, this email will be sent to you once validation/upload is complete.

9.聽If you had any invalid data, if you resolve the error(s) within a form and try 鈥楽ubmit鈥� again, you will be sent an email confirming that your data has been submitted.

10. To view/find the data that you have imported, you can go back to the 鈥楥ollection Requests/Datastore鈥� page, click on 鈥楳ore鈥� in the Actions column for the given collection request/dataset and select 鈥榁iew data鈥� and this will load the last form uploaded/updated.
