The Bill concerns UK product safety, regulation and metrology framework. It makes provision about:聽the marketing, or use, of products in the UK;聽 units of measurement and the quantities in which goods are marketed in the UK.
The provides sufficient evidence of the problem under consideration and a strong argument for intervention.聽The Department has not provided monetisation of the impacts.聽The IA states that this is because the Bill鈥檚 powers themselves do not result in costs or benefits to business or households.聽Instead, it provides a qualitative assessment and indicative figures to illustrate the likely scale of impacts, including estimating the size of the potential markets involved.聽The IA confirms that costs and benefits will be analysed further for the related secondary legislation.聽This is consistent with RPC guidance on assessment of impacts of primary legislation, but the Bill鈥檚 IA could be improved by including further detail of the impacts expected from the related secondary legislation.
