The review of simple cautions was led by the Ministry of Justice and overseen by a review group comprising Home Office and Attorney General鈥檚 Office officials, Police representatives, College of Policing representatives and the CPS.

In November 2009 the then Government asked the Office for Criminal Justice Reform to undertake a review of the use of out-of-court disposals. A report was produced in February 2010 and presents the initial findings of that review.

Following the change of Government in May 2010 the review was brought to an end, but its findings informed the proposals contained in the Ministry of Justice consultation document 鈥楤reaking the Cycle: Effective Punishment, Rehabilitation and Sentencing of Offenders鈥� published in December 2010.
