NTE 2022/31: UK exporters issued compound settlements for unlicensed strategic exports

Introduction
Between May 2022 and October 2022, HM Revenue & Customs (HMRC) issued compound settlement offers between 拢1,000 and 拢271,700.25 to 12 UK exporters totalling 拢510,670.13.
Settlements
The 12 settlements were:
- in May 2022, 拢105,895.05 was paid relating to the unlicensed exports of military goods controlled by the Export Control Order 2008
- in July 2022, 拢271,700.25 was paid relating to the unlicensed exports of military goods controlled by the Export Control Order 2008
- in July 2022, 拢2,700.00 was paid for breaches of licence conditions in relation to the export of dual use goods controlled by retained regulation (EC) No 428/2009, as amended
- in August 2022, 拢1,000.00 was paid relating to the unlicensed exports of dual-use goods controlled by retained regulation (EC) No 428/2009, as amended, without the appropriate licence
- in August 2022, 拢19,637.84 was paid relating to the unlicensed exports of dual-use goods controlled by retained regulation (EC) No 428/2009, as amended, without the appropriate licence
- in August 2022, 拢6,935.44 was paid relating to the unlicensed exports of dual-use goods controlled by retained regulation (EC) No 428/2009, as amended, without the appropriate licence
- in September 2022, 拢9,828.83 was paid relating to the unlicensed exports of dual-use goods controlled by retained regulation (EC) No 428/2009, as amended, without the appropriate licence
- in September 2022, 拢19,689.20 was paid relating to the unlicensed exports of dual-use goods controlled by retained regulation (EC) No 428/2009, as amended, without the appropriate licence
- in October 2022, 拢56,708.71 was paid relating to the unlicensed exports of dual-use goods controlled by retained regulation (EC) No 428/2009, as amended, without the appropriate licence
- in October 2022, 拢2,700.00 was paid relating to the unlicensed exports of military goods controlled by the Export Control Order 2008
- in October 2022, 拢8,664.81 was paid relating to the unlicensed exports of dual-use goods controlled by retained regulation (EC) No 428/2009, as amended, without the appropriate licence
- in October 2022, 拢5,300.00 was paid for breaches of licence conditions in relation to the export of military goods controlled by the Export Control Order 2008
These related to unlicensed exports of dual use goods, military goods and related activity controlled by .
HMRC鈥痟as policy responsibility for enforcing export controls on strategic goods and sanctions, as well as investigating breaches of those controls. Where appropriate,鈥�HMRC鈥痗an use their powers to offer a compound penalty in lieu of a file being prepared and sent to the Crown Prosecution Service.
