On 3 and 4 April 2025, the UK and France convened the second Pall Mall Process conference, in Paris. The Process is an international multi-stakeholder initiative to explore policy options and practices to address the shared threat posed by the proliferation and irresponsible use of commercial cyber intrusion tools and services.

Building from the鈥�2024 Pall Mall Process conference in London,鈥痶his conference launched the Pall Mall Process Code of Practice for States. This Code of Practice sets out a series of commitments, and a range of policy options for meeting those commitments, for supporting states.聽聽
