Joint Doctrine Publication (JDP) 3-51,鈥疦on-combatant Evacuation Operations (Third鈥疎dition Version 2) contains guidance and insight to assist military commanders and staff, and partners across government to plan and execute national non-combatant evacuation operations (NEOs) in a range of scenarios. It reflects the modern operating environment and lessons from recent NEOs in Afghanistan (2021), Ukraine (2022) and Sudan (2023).

Who should read this publication

JDP 3-51 is intended for use primarily by military commanders and their staff at the strategic and operational levels of command.

The publication also acts as a useful guide to diplomatic staff serving in the UK and overseas. It should inform local Foreign Commonwealth and Development Office鈥痗ontingency evacuation plans where appropriate.

Although the doctrine highlights some tactical-level considerations, it does not attempt to cover tactics, techniques and procedures.
