Please find enclosed Section 31 Grant Determination Letters covering your Revenue and Capital allocations for Greater Manchester Combined Authority鈥檚 Integrated Settlement covering the financial year 2025/2026. The purpose of the grant is to provide the authorities with funding in order to achieve outcomes agreed in relation to their Integrated Settlement funding for the financial year.
The Memorandum of Understanding for the Single Settlements with Greater Manchester and West Midlands Combined Authorities (鈥渢he MOU鈥�) and the Annex to the Memorandum of Understanding for the 鈥淭railblazer鈥� Single Settlements with Greater Manchester and West Midlands Combined Authorities (鈥渢he Annex to the MOU鈥�) set out the principles under which these grants are provided to the MCAs. These principles will continue to apply should the MOU and Annex be replaced by a successor documents.
The funding is paid through Section 31 grants. This specific funding is not ring-fenced and as such there are no terms and conditions of spend save those specified in the letters themselves.
Flexibilities
A list of flexibilities and further spending controls are set out in the MOU at paragraphs 23 to 34 and in the Annex to the MOU at paragraphs 32 to 59. HMG may introduce additional spending controls in the event of delivery issues, on the basis of the mitigations set out in the Annex to the MOU. The spending controls will continue to apply to these grants should the MOU be replaced by a successor document.
Resource and Capital Grants
These grants are provided under six different spending themes as defined in the MOU and on gov.uk. . The MoU and Annex state that MCAs will be able to move up to 10% of Capital funding within each theme to Resource funding, and 100% of Resource funding within each theme to Capital funding.
The exception is the Buildings Retrofit theme, where instead controls on admin and ancillary spend will mirror those of the capital grant schemes from which funding is being devolved. You will not be able to spend this funding to meet admin and ancillary costs in relation to another theme even if utilising your flexibility between themes.
You are receiving one grant in respect of Capital and one grant in respect of Resource. In providing these grants we have converted the maximum Capital funding flexibility into Resource, to manage the impact on public accounts. The remaining Capital is therefore subject to a full capital ringfence in the usual way. You will not be able to convert any portion of the Capital provided by these Grants to Resource. Any portion of your Resource Grant may be spent on Capital. As part of your reporting, you will indicate how much of your Resource Grant you have converted to Capital, if any. The table at Enclosure 1 sets out the distribution of Resource and Capital provided by these grants.
Outcomes Framework and Reporting
Please find at Enclosure 2 the outcomes framework agreed between GMCA and UK government under the terms of the MOU and the Annex to the MOU. These Grants are provided to enable you to deliver on the functional responsibilities set out in the MOU and on gov.uk and meet the outcomes set out in the agreed outcomes framework. The Grants include funding to provide education and training to persons aged 19 or over further to your statutory obligations under the Greater Manchester Combined Authority (Adult Education Functions) Order 2018.
As set out in the MOU, you will provide six monthly reports to the HMG Programme Board for the GMCA Integrated Settlement. The first reporting period will cover April to September 2025 and the second will cover October 2025 to March 2026. We expect these reports to be provided no later than four weeks after the conclusion of the relevant reporting period. A template has been provided setting out the information to be returned. The reports to the Programme Board should include a financial reporting section which sets out how you have utilised the financial flexibilities afforded to you by your Integrated Settlements. This will also indicate any plans you have to move funding into subsequent fiscal years. On outcomes agreed in relation to the Buildings Retrofit theme, you will provide progress reports on a quarterly basis as agreed in the MoU.
The GMCA Chief Executive is responsible for local outcome delivery and value for money, as well as upkeep of their local assurance framework, internal processes, and capability resourcing. Your six-monthly reports should be formally approved by your section 73 officer who will be asked to confirm that the delivery of HMG investment has been carried out in line with the authority鈥檚 legal duties for best value, propriety, regularity, and value for money. They will also be asked to confirm that delivery of any transport schemes costing over 拢200m or requiring integration with national networks, and for which DfT has approved a business case, remains within the approved business case parameters. To support with mitigating any delivery issues central government may employ the matrix of mitigations as outlined in the MOU.
The report of the check carried out by Deloitte LLP in relation to your readiness for the Integrated Settlement has been issued to you and HMG. Confirmation that recommendations are being progressed in a timely manner should be provided as part of your reporting to the Programme Board.
Evaluation
Per the Annex, UK government will continue to work closely with the MCAs on evaluation of the Integrated Settlements. This will include aligning with or building upon evaluation processes that the MCAs have in place or are developing.

The Minister of State for Housing, Communities and Local Government (鈥渢he Minister of State鈥�), in exercise of the powers conferred by section 31 of the Local Government Act 2003, makes the following determination:
Citation
1) This determination may be cited as the Integrated Settlement Determination 2025 No31/7787.
Purpose of the grant
2) The purpose of the grant is to support the delivery of local priorities aligned with the objectives of the Integrated Settlement funding.
Determination
3) The Minister of State determines as the authorities to which grant is to be paid and the amount of grant to be paid, the authorities and the amounts set out in Annex A.
Grant conditions
4) Pursuant to section 31(3) and 31(4) of the Local Government Act 2003, the Minister of State determines that the grant will be paid subject to the condition in Annex B.
Treasury consent
5) Before making this determination in relation to local authorities in England, the Minister of State obtained the consent of the Treasury.
UK government branding
6) The Grant Recipient shall at all times during and following the end of the Funding Period:
6.1 comply with requirements of the Branding Manual in relation to the Funded Activities; and
6.2 cease use of the Funded by UK Government logo on demand if directed to do so by the Minister of State.

Grant condition
