The Hydrogen Allocation Rounds (HARs) are a government funding mechanism to support low carbon hydrogen production across the UK.

These reports provide learnings on the different processes and outcomes of the pre- and post-shortlisting stages of the Hydrogen Allocation Round 1 (HAR1), up to the announcement of successful projects. They inform our thinking for the design and delivery of future allocation rounds.

The Post-shortlisting process evaluation (published April 2025) covers:

  • Request for Information (RFI) stage
  • due diligence stage
  • negotiation stage

38 participants were interviewed, including:

  • HMG officials
  • successful shortlisted projects
  • unsuccessful shortlisted projects
  • technical / commercial advisors

The Pre-shortlisting process evaluation (published December 2023) covers:

  • design
  • application
  • communication
  • future considerations

38 participants were interviewed, including:

  • applicants
  • non-applicants who submitted an EOI
  • non-applicants who did not submit an EOI
  • DESNZ staff and technical advisor

The Department commissioned the Technopolis Group to carry out both process evaluations.
