This report presents 3 contrasting versions of the future of the UK鈥檚 system of cities:

• 鈥榤ajor cities empowerment鈥� - where major cities other than London experience the highest population growth
• 鈥楲ondon-centric鈥� - where London and the wider South East region experience the highest population growth
• 鈥榮maller cities focus鈥� - where smaller cities absorb the highest proportion of population growth

These scenarios can be used by national and local decision-makers to explore 鈥榳hat-if鈥� questions about the future.
