In January 2025 the Environment Agency commissioned ‘Floodproof: an action plan to build the resilience of people and properties�. This is an independent review of property flood resilience (PFR).

The review will:

  • consider progress since the 2016 property flood resilience action plan
  • identify gaps and opportunities to grow the property flood resilience market
  • provide a new action plan for all relevant parties to take forward

The review is being supported by a steering group comprising representatives from:

  • Environment Agency
  • Defra
  • Association of British Insurers
  • Builders� Merchants� Federation
  • Chartered Institution of Water and Environmental Management
  • Construction Industry Council
  • Construction Products Association
  • Engineering and Physical Sciences Research Council
  • Federation of Master Builders
  • Flood Re
  • National Housing Federation
  • Property Flood Resilience Roundtable
  • UK Finance

The review will report to the Environment Agency in Autumn 2025. This document sets out the terms of reference for this independent review.
