In January 2025 the Environment Agency commissioned 鈥楩loodproof: an action plan to build the resilience of people and properties鈥�. This is an independent review of property flood resilience (PFR).
The review will:
- consider progress since the 2016 property flood resilience action plan
- identify gaps and opportunities to grow the property flood resilience market
- provide a new action plan for all relevant parties to take forward
The review is being supported by a steering group comprising representatives from:
- Environment Agency
- Defra
- Association of British Insurers
- Builders鈥� Merchants鈥� Federation
- Chartered Institution of Water and Environmental Management
- Construction Industry Council
- Construction Products Association
- Engineering and Physical Sciences Research Council
- Federation of Master Builders
- Flood Re
- National Housing Federation
- Property Flood Resilience Roundtable
- UK Finance
The review will report to the Environment Agency in Autumn 2025. This document sets out the terms of reference for this independent review.
