MMO1375, delivered by Howell Marine Consulting (HMC), represents an initial step in exploring nested, multi-level marine planning approach in England, to enhance equitable outcomes through more inclusive and participatory decision-making.

鈥楴ested鈥� in this case means planning at different scales, national, regional and local, where a local marine plan (or number of local marine plans) may be developed within a region covered by an existing marine plan area, and both within the context of a national policy framework. This project took a learning-based approach to understanding existing local governance in a coastal and marine context to consider how these processes could be enhanced or augmented by marine planning delivery, to promote effective marine governance across national, regional and local levels.
