This ex-ante (before the event) evaluation looks at whether the draft England Operational Programme:

  • is relevant 鈥� in terms of the activities to be undertaken in relation to the challenges and needs of the region/sector
  • is effective 鈥� in that there are clear objectives for the programme which can be realistically achieved within the constraints of the budget
  • will have an effect 鈥� whether the potential outcomes will 鈥渕ake a difference鈥� in the medium to longer term in relation to wider social and economic needs
