The overall aim of this thematic evaluation was to learn lessons to inform the Foreign, Commonwealth & Development Office鈥檚 (FCDO鈥檚) work to increase the resilience of Caribbean countries to climate shifts, natural hazards, economic and other shocks.

The evaluation assessed the coherence, effectiveness, efficiency, impact and sustainability of interventions delivered between 2015 and 2023. It considered how ways of working, including different approaches and levers used across the FCDO and other UK government departments, contributed to the overall impact in the region.

The evaluation looked at 15 development programmes. Seven country case studies were carried out:

  • 5 in Official Development Assistance (ODA)-eligible countries: Belize, Dominica, Suriname, Jamaica, and Guyana
  • 2 in non-ODA countries: The Bahamas and Barbados
