Two reports covering the research undertaken in applying congestion multipliers to values of travel time saving (VTTS).

The first report investigates the use of congested values of travel time (CVTT) in model forecasting and scheme appraisal. It develops a 鈥榩roof of concept鈥� using the policy-responsive integrated strategy model (PRISM) of the West Midlands Combined Authority.

The second report undertakes a re-analysis of a 2014 to 2015 UK values of travel time (VTT) study to address concerns around the robustness of the UK congestion multipliers estimated at the time. In doing so, the report:

  • analyses how聽CVTT聽values differ by journey purpose and length
  • reviews the approaches to deriving UK 鈥榟eadline VTT鈥�
  • considers the need for, and possible approaches to, a new聽CVTT聽study where respondents are re-surveyed and values are updated
