Monitor opened this investigation after Spire Healthcare Limited complained that Blackpool Clinical Commissioning Group and Fylde & Wyre Clinical Commissioning Group were commissioning elective care incorrectly.

The complaint alleged that the 2 clinical commissioning groups had tried to direct patients needing elective care away from Spire Fylde Coast Hospital and towards Blackpool Victoria Hospital.

Monitor has considered whether there has been any breach of the .
