Call for Proposals under the Project: 鈥淟ao Service Sector Report on potential for UK/Japanese investments
The British Embassy in Vientiane, in cooperation with the Embassy of Japan in Vientiane, is seeking for a qualified consultant/consultancy company to execute a Service Sector Study on behalf of our two governments in order to identify potential service industry opportunities in Lao PDR. Furthermore, the Consultant will be tasked to assist the Lao Government in identifying the strengths and the weaknesses of this sector and suggest solutions in improving bilateral trade.

Workshop
Main Activities foreseen:
鈥� Identification of Stakeholders (Chambers of commerce, companies, trade representatives, Lao Government etc)

鈥� Production of Workshop Recommendation Paper
Deadline: Early November 2015
Capacity Building of the Ministry of Industry & Commerce on Study findings
Main Activities foreseen:
鈥� Identification of representatives to attend the Workshop
鈥� Q&A session with the Consultant on the findings of the report and how they can be embedded in the work of the ministry
鈥� Establishing useful links between the Ministry of Industry and Commerce and Industry and UK Trade and Investment, British Business Group in Vientiane (BBG), Japanese Export Trade Organisation (JETRO) etc.

The deadline for submission of the Interim Project Proposals is 1st of September 2015.
Instructions for submitting your Proposal
Qualifications and Skill Requirements:
鈥� Minimum 3-5 years experience in Southeast Asia in business projects
鈥� Extensive experience in Study preparation and delivery
鈥� Sound knowledge and understanding of the business sector of Lao PDR and preferably UK and Japan.
鈥� Extensive network of business contacts in Lao PDR.
鈥� Understanding of ASEAN鈥檚 economic integration principles.
鈥� Demonstrated ability to implement international projects.
鈥� Availability of Local Partner
鈥� Demonstrated ability for event organisation.
鈥� English language required, Lao is a plus.
Proposal
The proposal should contain brief technical part explaining the methodology to deliver this project and a financial offer. The CV鈥檚 of all involved consultants must be attached to the proposal.

Assessment Criteria
Relevance
We will consider how relevant the proposed intervention is to the above - requirements.
Effectiveness
We will consider how effective the proposed outputs and activities will be in achieving the project鈥檚 stated purpose/outcomes.
Efficiency
We will consider how efficiently resources will be used in delivering outputs
Sustainability
We will look at how sustainable the benefits of the projects will be after funding. A key component we look at here is how supportive or engaged host governments are in the project.
Impact
We will consider the project鈥檚 potential for positive impact, including its potential for wider, indirect impact or potential to leverage further funding. We will also consider the risk of negative/unintended impacts here.
Time
We will consider the ability to deliver the project within the above 鈥� mentioned deadlines.
