Outlines statutory guidance that councils outside London must follow when issuing penalty charges for bus lane or moving traffic contraventions (for example, 鈥榥o entry鈥� or box junctions).

This includes the procedures to be followed by both parties when motorists wish to dispute a penalty charge notice (PCN) with the local authority.

The guidance also sets out how to appeal to an independent adjudicator if a motorist鈥檚 case is rejected. The adjudicator鈥檚 decision is final.
