The framework (Annex 3) sets out the:

  • BTPA鈥檚 overall aim, objectives and targets in support of the DfT鈥檚 wider strategic aims and objectives
  • rules and guidelines relevant to the exercise of the BTPA鈥檚 functions, duties and powers
  • conditions under which any public funds are paid to BTPA
  • how BTPA is to be held to account for its performance
