Clarification notes

Counterfactual technology

As part of the application assessment process, the social net present value of a project is compared against that of a counterfactual using other technologies. This note explains the technologies and metrics used.

Project timescales

The note on timescales for the assessment of HNIP applications explains the background.

Creditworthiness

The HNIP scheme offered funding to heat network projects in the form of grants and 2 types of loan:

  • corporate loans
  • project loans

The guidance states that these loans will be made available to credit worthy sponsor organisations or project companies. The note defines what creditworthiness means in the context of HNIP for both types of loan and gives a contact point for further information.

Using a Special Purpose Vehicle (SPV)

Special Purpose vehicles are separate legal entities set up by organisations. This note explains how they work and how HNIP interacts with them.

Stage 2 Financial Model

The HNIP Stage 2 Financial Model is required to show that the applicant has considered the financial implications of the project. This note gives an overview and explains what information is required in it.
