Angus Lapsley

Biography

Angus Lapsley was appointed the UK’s Permanent Representative to NATO in April 2025.

Before this, Angus served as the Assistant Secretary General for Defence Policy and Planning at NATO from September 2022 to March 2025. He was also an external reviewer in the UK’s Strategic Defence Review 2024 to 2025.

Angus previously worked as the Director General in Strategy and International at the Ministry of Defence (MOD) and as Director for Defence, International Security and South East Europe at the Foreign & Commonwealth Office (FCO).

From March 2015 until September 2017, Angus served as the UK’s Political and Security Ambassador to the EU.

He was Director (Americas) in the FCO, before moving to the Cabinet Office as Director in the European and Global Issues Secretariat in April 2012. He also led the Cabinet Office’s role on the review of the balance of competences between the UK and the EU.

Between 2006 to 2010, he was Counsellor and Head of the Common and Foreign Security Policy (CFSP), Common Security and Defence Policy and EU Enlargement team at the UK Representation to the EU.

From 2006 he was Deputy Balkans Co-ordinator and served in Paris between 2001 and 2005 on foreign and security policy issues.

Angus joined the UK Civil Service in 1991, working in the Department of Health and then the UK Representation to the European Union, leading the EU Institutions Unit during the Nice Treaty negotiations.

UK Permanent Representative to NATO

The Ambassador’s role is to represent the UK within an international organisation, engaging with every other country or organisation that belongs to or observes the body. The Ambassador is also responsible for the direction and work of the Mission. Ambassadors to multilateral missions are often referred to as ‘Permanent Representatives�.
