UK government leads the way towards decarbonising air travel as new global agreement takes flight

The world鈥檚 aviation community has come together聽in Dubai聽this week聽and agreed a key next step today (24 November 2023) towards聽the decarbonisation of our skies.聽

The International Civil Aviation Organization (ICAO) reached a compromise agreement, at its Third Conference on Aviation Alternative Fuels (CAAF/3) to a framework to reduce emissions from aviation fuel by 5% by 2030. Contributing to the global aviation sector鈥檚 aim to reach net zero emissions by 2050, today鈥檚 agreement confirms countries鈥� commitment to scale up the use of sustainable aviation fuels (SAF).

Today鈥檚 agreement聽outlines the support available to聽those聽countries聽at the beginning of their聽SAF journey and聽enables them to聽take part聽in the global聽aviation energy transition.聽It鈥檚 only through a shared global ambition that聽we can聽scale up and build the industry we need for the future.聽

The framework includes a new global target to reduce emissions by 5% by 2030 using cleaner fuels.聽This is underpinned by a comprehensive package of policies聽and supporting measures to ensure all聽regions of the world聽can聽start producing and using SAF as soon as possible.

The UK聽played a leading role in the negotiations聽and, working with our allies,聽stressed the importance of聽achieving our collective global aspirations on decarbonisation.聽

The UK聽remains聽committed to further聽action聽in this area, with our domestic聽SAF mandate requiring 10% SAF in the UK fuel mix by 2030, delivering a 7% reduction in carbon emissions. Last week, we announced聽a further聽拢53 million聽from our Advanced Fuels Fund to scale up the UK SAF industry and聽help see聽5 commercial聽SAF聽plants聽under construction by 2025.聽We also launched the UK Clearing House, a national hub to support the testing and approval of new advanced fuels for aviation.

Sustainable aviation聽is a聽promise聽that the global sector wants to make a reality 鈥� that鈥檚 why today鈥檚 agreement is so聽important聽鈥� not only聽giving聽a renewed聽commitment to delivering聽a net zero future, but聽outlining the聽next steps聽in the聽industry鈥檚 flightpath聽towards聽it.

While the UK sought聽to secure聽greater ambition,聽this is a significant moment in our path to聽sustainable flying. The UK remains steadfast in its commitment to decarbonise聽international aviation.

This deal shows that, when the world comes together and cooperates, we can bring about real change.

Demonstrating the UK鈥檚 climate leadership,聽Aviation Minister Anthony Browne聽chaired聽a meeting of the聽UK-convened International Aviation Climate Ambition Coalition聽and addressed the conference on the opening day.聽The coalition聽has a diverse membership of聽62 governments and organisations committed to leading the way to net zero aviation by 2050.

The聽agreement reached聽provides聽clear, short-term聽direction聽for both investors and operators who are聽already聽transitioning聽and聽gives聽confidence聽to those looking to聽invest in聽cleaner聽aviation fuels.聽ICAO will reconvene by 2028 to further bolster and build upon the agreements set out today.

A聽future of sustainable flying is already becoming a reality聽as the industry gears up for the first 100% SAF-powered聽transatlantic聽flight, with聽up to 拢1 million of support from government. The聽flight, operated by Virgin Atlantic in partnership with technical partners, will聽fly聽from London Heathrow to聽John F. Kennedy International Airport on 28 November 2023.
