Wealthy External Forum
This is an HM Revenue and Customs (HMRC) sponsored forum that has been running since 2009. The 'Wealthy' team deals with the personal tax affairs of the UK鈥檚 wealthy individuals and the stakeholder forum is focused on discussing the operational processes and technical tax issues that impact 'Wealthy' customers.
Consultation and engagement with customers and their professional representatives is one of the key underlying principles of the Wealthy team.
External members of this forum comprise of a cross-section of representatives from professional bodies. Internal membership is likely to be dynamic so that appropriate subject matter specialists and policy owners can be involved on a thematic basis.

Depending on the subject matter, HMRC may also invite guest external attendees to a particular forum.
New permanent members will be formally invited by HMRC.

Terms of reference
The Wealthy External Forum is a joint forum between HMRC鈥檚 鈥榃ealthy鈥� Teams and professional bodies representing 鈥榃ealthy鈥� individuals.
Its purpose is to consult and engage with 鈥榃ealthy鈥� customers and their professional representatives and specifically, it aims to:
- enable HMRC to gain a greater understanding of the 鈥榃ealthy鈥� customer group through regular engagement with professional bodies
- increase transparency for 鈥榃ealthy鈥� customers and their representatives by explaining new and updated 鈥榃ealthy鈥� compliance operational processes
- contribute to an enhanced working relationship between HMRC, its customers and their representatives and improve the operation of the tax system for both HMRC and customers who fit the 鈥榃ealthy鈥� criteria
- facilitate discussions that encourage professional bodies to provide feedback to 鈥榃ealthy鈥� to improve compliance outcomes

Meetings
- the group will be chaired by the Deputy Director of HMRC鈥檚 鈥榃ealthy鈥� teams
- the secretariat function will be an HMRC employee appointed by the chair on behalf of the forum
- the secretariat, or a delegate, will produce draft minutes of the meetings within 28 days for all members in attendance at the Stakeholder Forum
- the final record of the meeting will be published on a dedicated page on 188体育
- meetings will be held approximately every 6 months where circumstances allow but may be called at other times if required
- the length of meetings will be flexible, taking into account the nature of the subjects under consideration
- agenda contributions may be invited from members
- the final agenda and supporting papers will normally be circulated at least three working days before any meeting
- action points will be recorded by the secretariat and forum members will be advised of progress by email between meetings
Governance
The鈥疻ealthy External Forum is one of a number of鈥�HMRC鈥痗onsultative forums for businesses, agents and representative bodies.
The forum is not intended to replace or displace the many existing productive links between HMRC and representative bodies, but to add value to our mutual understanding of the requirements of this particular group of Wealthy customers.
It is not a decision-making body.
Confidentiality
All information and papers that鈥�HMRC鈥痵hares with鈥疻ealthy External Forum鈥痬embers will be shared in confidence unless they are already in the public domain or confidentiality restrictions have been expressly lifted.
Where briefings or other documents are shared with the forum, HMRC will state the terms under which they can be shared with other members and with the wider public.
The information shared cannot be used to prejudice the collection of tax.
Review of the forum
The operation, terms of reference and membership of鈥痶he Wealthy External Forum will be periodically reviewed to ensure that it continues to meet the aims stated above.
