Consultation description

This consultation details proposals to modernise the regulatory framework for NERL Plc (a subsidiary of NATS). NERL provides air traffic management services in accordance with a Civil Aviation Authority (CAA) licence. The purpose of modernising the framework is to ensure that the interests of passengers are best served by the licensing regime. The proposed changes would:

  • amend the licence modification process to enable the CAA to make changes to the licence after consultation and give a right of appeal to affected parties

  • give the CAA access to a wider range of enforcement tools, and allow NERL to appeal decisions to an appropriate body

  • extend NERL鈥檚 minimum termination notice period from 10 years to either 15 or 20 years
