Detail of outcome

We consulted on proposed new legislation which would require temporary migrants to make a financial contribution towards the cost of healthcare in the UK.

The response gives details of the responses received and sets out:

  • how the proposed immigration health surcharge will work
  • proposed changes to the 鈥榦rdinary residence test鈥�

It also gives detailed responses to issues raised and summarises the feedback that was received from organisations and individuals. A policy equality statement is annexed.

These proposals respond to longstanding public concern that the current rules regulating access to those services are both too generous, particularly when compared with wider international practice, and poorly applied.
