鈥楥onsideration of consultation responses鈥� gives an overview of the consultation responses received by the Airports Commission in the various areas of its analysis and explains how it has responded to the points made. The Airports Commission鈥檚 recommendations following consultation are set out in its Final report.

  • a coding framework capturing all of the points made in the more than 70,000 responses

Detail of feedback received

As set out in 鈥楥onsideration of consultation responses鈥�, the Airports Commission has published the substantive, technical responses received to its main consultation and air quality consultation. This comprises responses from both organisations and members of the public. The judgement of what should be included as a substantive or technical response has been informed by the length and technical complexity of the submissions, and in most cases appendices to main submissions have not been published.

Consultation description

The Airports Commission is seeking your views on 3 options for a new runway in the south east of England, and on its assessments of these options. In particular, the Commission wishes to:

  • test the evidence base it has assembled
  • understand stakeholders鈥� views as to the accuracy, relevance and breadth of the assessments it has undertaken
  • seek views on the potential conclusions that might be drawn from them

The Commission also welcomes evidence and ideas about improving the short-listed options (eg through mitigation measures to address specific impacts).

The consultation consists of a large number of documents. This page features the commission鈥檚 overarching consultation document, a sustainability assessment and business case for each of the 3 schemes. Detailed technical reports which underpin the commission鈥檚 analysis have also been published, along with an index to help you navigate them.

Work submitted to the Commission by the 3 scheme promoters; Gatwick Airport Limited, Heathrow Airport Limited and Heathrow Hub Limited has also been published.

Granular data on forecast passenger numbers for a number of smaller regional UK airports have been published alongside our strategic fit analysis documents . In the original documents this information was aggregated under the heading of 鈥榦ther UK airports鈥� in the 鈥�Forecasts report鈥�.

Update to consultation: 22 January 2015

All underlying data for the charts in the cost and commercial viability technical documents prepared by PricewaterhouseCoopers (PwC) has now been published in spreadsheet format. Some of these charts were identified as showing data other than that referred to in the consultation reports. In these instances, the charts have been updated in the spreadsheet to show data based on the correct scenarios. This update does not affect any of the analysis, figures and commentary elsewhere in the reports.

Update to consultation: 23 January 2015

There has been a revision to the underlying indexation assumptions for the core capex and asset replacement costs for the:

  • Heathrow north west
  • Heathrow extended northern

runway schemes. As an example, our advisers have re-run 1 scenario to consider the impact of the change on aeronautical charges and the financing requirement. This results in an increase of the order of 1% to both outputs, which is not considered material to the work of the commission. The commission is advising consultees of this impact, but is not planning to amend the underlying cost and commercial viability reports.
