We have published a further, technical consultation on the following 2 options for directing apprenticeship funding through employers:

  • the PAYE model - explained in this consultation
  • a new model called the 鈥榓pprenticeship credit鈥� - a simple online account that employers and government can contribute into, and which employers can use to buy training and assessment from registered providers

Detail of feedback received

We received 366 responses to the consultation. Most responses stressed the need for any new funding system to reduce administrative burdens on employers.

Many respondents said that they would like more detail on how funding rates will be set in future; and on how the funding route options presented in the consultation would work in practice, to allow them to comment more fully.

Consultation description

This consultation is published in response to Doug Richard鈥檚 independent 鈥楻eview of Apprenticeships鈥�, which looked at how apprenticeships in England can meet the needs of the changing economy. It addresses Doug Richard鈥檚 recommendations for reforming the way Apprenticeships are funded.

The government has already endorsed the review recommendations, which aim to give employers more control over apprenticeships, and ensure that all apprenticeships are rigorous and responsive to employers鈥� needs. We consulted earlier on the 鈥楩uture of Apprenticeships in England鈥� to encourage feedback on the practical steps needed to turn our proposals into reality. That consultation closed on 22 May 2013; we are currently considering the responses and will confirm our future approach and implementation plan in autumn 2013.

We intentionally did not address apprenticeship funding reform in the previous consultation. This consultation seeks your views on 3 ways of delivering funding reforms put forward by Doug Richard:

  • a new online system for apprenticeships with payments to employers made directly from the system
  • using the PAYE system
  • reforming the existing funding arrangements
