Following a call for evidence and a report from National Highways on the load effects of higher weight volumetric concrete mixers (VCMs) on bridges,聽the government鈥檚 decision is that VCMs should comply with standard legal weight limits once the current temporary arrangement ends in 2028. 聽
As a result, the government will continue with its current policy.鈥�VCMs鈥痗an operate at increased weights via vehicle special orders until 2028 or the 12th anniversary of its first registration, whichever comes sooner.

Call for evidence description
A volumetric concrete mixer (VCM) is a type of construction lorry used to carry all components needed for concrete to be mixed on construction sites. VCMs are also known as 鈥榤obile concrete batching鈥� plants in the industry.
This call for evidence will help the Department for Transport (DfT) consider if there is evidence to justify amending the current policy approach to weight limits for VCMs.
We are calling for views from individuals, groups and organisations with a specific interest in roadworthiness assurance. For example:聽
- vehicle operators or leasers聽
- vehicle manufacturers and their dealerships聽
- organisations or individuals that maintain vehicles聽
- trade bodies representing those in the construction sector聽
- motorists and other road users聽
- road safety organisations聽
- local transport and highways authorities
- road enforcement organisations
We are proposing 3 potential options to be considered in relation to the weight increases for VCMs. We also invite respondees to identify any other options and provide supporting evidence where possible.
