Judicial Summary
On an appeal against the Secretary of State鈥檚 refusal to extend time for applying for a contributions credit for caring for a parent, the First-tier Tribunal is required to show that it exercised the power given to the Secretary of State afresh and that it did not merely review the way the decision-maker exercised the power.
